I don't know how to figure this out and get it into y=mx+b form. Any help is appreciated.

You need to use the point slope formula:   y-y1 = m(x-x1)

The slope is m given as m=-3

The point given on the line (-3,1) is (x1,y1)  so x1 = -3, y1 = 1

Just plug into the formula

now add 1 to both sides giving
