Is it possible to register as a CEO with just a hangar?

Looked it up, haven't found anything regarding having just the hangar and nothing else. I suspect it might be set up like the bunker where you have to be a VIP or have an official CEO office, but i've not seen anything definitive. Can anyone confirm?

When I buy a Hangar as example the expensive 3 million one do I get a CEO and MC and I am able to buy a MOC or not? And I can I own a hangar and bunker at same time?
